Sabelo Ndlovu

Sabelo Ndlovu is an Associate at Webber Wentzel in Johannesburg, specialising in Infrastructure Law, with a focus on energy and infrastructure projects, including renewable energy resources, independent power producers (IPPs), and public‑private partnerships (PPPs). He advises clients on the development, financing, and implementation of energy and infrastructure projects across both public and private sectors.

His experience includes drafting power purchase agreements (PPAs), term sheets, memoranda of understanding, and incidental contracts such as EPC and O&M agreements. He also contributes to financing documents, including liquid guarantees, and conducts due diligence on proposed projects. He provides strategic guidance on regulatory requirements, including ESG, NERSA consents, grid connection and off‑grid operation, environmental licences, and land‑use permitting, throughout the project lifecycle from inception to commissioning and operation.

Sabelo holds an LLB from the University of Cape Town (2023), a BA (Hons cum laude) from Amherst College (2015), and an International Baccalaureate Diploma from the United World College of the Adriatic (2009). He worked as a supervising education consultant at Elite Scholars of China (Beijing, China) between 2018 and 2020. In 2014, he wrote an interdisciplinary thesis on the regulation of traditional medicine in South Africa that was awarded magna cum laude.
