Glenn Penfold

Glenn Penfold is a Partner at Webber Wentzel in Johannesburg, specialising in constitutional and administrative law. He advises on a wide range of issues including fundamental rights, public decision‑making, public procurement, public finance management, and access to information. He also advises on regulatory matters across a variety of industries, including electricity and energy, transport, healthcare, petroleum, communications, education, gambling, and utilities.

Glenn has written extensively on constitutional litigation, public procurement, administrative justice, access to information, and freedom of expression. He is a Visiting Adjunct Professor in the Law School of the University of the Witwatersrand, lecturing LLM and journalism students on constitutional, media, and access to information law. He is co‑author of “Hoexter and Penfold Administrative Law in South Africa” (3rd Edition, 2021) and “Du Plessis, Penfold & Brickhill Constitutional Litigation” (2013).

He holds a PhD from the University of the Witwatersrand (2020), an LLM in Public International Law from the University of Cambridge (1999), an LLB (cum laude) from the University of the Witwatersrand (1995), and a BA (cum laude) from the University of the Witwatersrand (1993). He is an admitted attorney of the High Court of South Africa and was awarded the Society of Advocates' Prize for the most distinguished LLB graduate of the University of the Witwatersrand.
