Claire Tucker

Claire Tucker is a Partner and Head of the Public Law and Regulatory Practice in the Johannesburg office, practicing in Administrative Law. She specializes in energy-related matters, public procurement, government contracting, and regulatory affairs, with a particular focus on the interface between law and policy.

Ms. Tucker has advised on all aspects of the design and implementation of South Africa's flagship independent power producer procurement processes for renewable energy, baseload coal, and gas. She has acted for Eskom Holdings SOC Ltd on the development and procurement processes for the Medupi (6000MW) and Kusile (6000MW) coal-fired power stations, and for the National Treasury and Department of Energy on the REIPPPP. She also advised the private party consortium on the Munitoria PPP for the City of Tshwane and has represented various state-owned entities and municipalities in public procurement disputes, including matters before the Supreme Court of Appeal and Constitutional Court. She successfully challenged on an expedited basis the Minister's decision to award the national lottery licence in the Gidani matters.

Claire holds BA and LLB degrees from the University of the Witwatersrand and an MSc in Law and Development from the London School of Economics. She has been consistently ranked by Chambers Global in Band 1 for Environmental Law (2015-2026) and Public Procurement (2021-2026), and in Band 1/2 for Administrative and Public Law (2019-2026). She is recognized by IFLR1000 as a Highly Regarded Lawyer for Energy and Infrastructure and by Who's Who Legal as a Leading Practitioner in Government Contracts and Public Procurement.
