Daniel Pretorius

Daniel Pretorius is a Partner in the Johannesburg office, practicing in Administrative Law and public law. He specialises in constitutional and administrative law, judicial review, education law, public procurement, media and telecommunications law, access to information, legislative drafting and interpretation of statutes, advising clients in highly regulated sectors on compliance, regulatory interactions, and challenging regulatory decisions through judicial reviews.

Mr. Pretorius has extensive experience representing regulatory bodies including the Independent Broadcasting Authority (IBA) and ICASA in High Court, Supreme Court of Appeal, and Constitutional Court proceedings, including landmark cases such as Radio Islam v IBA, Radio Pretoria v ICASA, and Trinity Broadcasting v ICASA. He advised on the licensing of South Africa's first private free-to-air television service (e.tv), drafted licence conditions for e.tv, MTN, Vodacom, Cell C and the SABC, and represented Standard Bank and Old Mutual in high-profile commercial and governance disputes.

Daniel holds a BA LLB from Stellenbosch University, a PhD from the University of the Witwatersrand, and has completed postgraduate studies including an LLM. He has lectured in Advanced Broadcasting Law at Wits and previously taught history and Latin at St John's College in Johannesburg. He is admitted to the Legal Practice Council, Gauteng, and has been a member of the Law Society of the Transvaal since 1995.

He is ranked by Chambers Global in Administrative & Public Law in South Africa (Band 3, 2022-2026) and in IT & Telecommunications (Band 4, 2026), and has been described as "one of the best public litigators in the country," noted for his keen intellect, strategic thinking, and practical commercial advice.
