Sibongile Sibeko

Sibongile Sibeko is a Senior Associate in the Dispute Resolution Department and a member of the Public Law and Regulatory Practice at Bowmans in Johannesburg, specialising in dispute resolution, public procurement, and regulatory compliance. She advises both private and public sector clients on constitutional and administrative law, public procurement, public‑private partnerships, and regulatory matters, with particular expertise in the energy, electricity, and renewable energy sectors.

Sibongile has advised the Department of Transport on procurement‑related considerations for private access to South Africa's freight network; the Department of Home Affairs on the redevelopment of six land border posts; the Department of Energy on the independent power producer procurement programme for renewable energy; and the Department of Basic Education and the Education Outcome Fund on a social investment fund for early childhood education programmes. She has also advised TGS Geophysical Company (UK) Limited on an administrative law challenge relating to seismic surveys in coastal waters, and MSC on a neighbour dispute concerning dust emissions under the Air Quality Act. Her experience includes advising on challenges to public procurement processes, drafting procurement documents, and conducting due diligence on environmental, mining, empowerment, and product regulatory compliance across a range of sectors, including gambling, gaming, and lotteries.

Sibongile holds a Bachelor of Laws, a Bachelor of Arts, and a Post‑Graduate Diploma in Human Rights Advocacy and Litigation from the University of the Witwatersrand. She is an admitted attorney of the High Court of South Africa.
