Neo Penn is a Director at Webber Wentzel in Johannesburg, specialising in corporate tax and advising on tax considerations as part of complex transactions. He advises clients on buy-side and sell-side tax due diligence, tax structuring — identifying tax opportunities and mitigating local and cross-border tax risks — tax-efficient holding and financing structures for cross-border M&A transactions, transaction implementation (including negotiation support and review of legal documentation), B-BBEE transaction structuring, preference share and loan funding structures, and financial model review.

Prior to joining Webber Wentzel, he was a Senior Manager at EY in the Transaction Tax team, where he gained extensive experience advising multinational clients on complex cross-border transactions. He is a member of the South African Institute of Tax Professionals and is recognised by Legal 500 (2025) as a legal expert.

Neo holds an M.Com from the University of Johannesburg (2018), a B.Com (Honours in Tax) from the University of Johannesburg (2011), and a B.Com from the University of Johannesburg (2010). He is a registered Tax Adviser SA.
