Wandisile Mandlana

Wandisile Mandlana is a Partner in the Public Law and Regulatory Practice at Bowmans in Johannesburg, specialising in Energy Law, environmental law, mining law, and administrative and constitutional law. He advises clients on the interpretation and application of statutes, commercial and transactional advice, and specialist dispute resolution services, including internal appeals, regulatory interactions, and judicial reviews across the mining, energy, and environmental sectors.

He has advised the World Bank as consultant to the National Treasury on energy and electricity legislative frameworks for municipal energy security, acted as legal transaction advisor to the Gautrain Management Agency on the PPP procurement for the Gautrain Rapid Rail Link Project, and advised Eskom Holdings SOC Limited on the structure of electricity distribution and supply in South Africa. He has advised Orion Resources LLP on royalty finance and streaming investments, Anglo American on smart mining and just energy transition projects, Harmony Gold on the regulatory aspects of its acquisition of AngloGold's South African assets, and Coal of Africa on the development of the Vele Colliery project. He has also advised on green hydrogen projects, renewable energy projects, and constitutional challenges relating to electricity distribution and environmental regulations.

He holds a Master of Law (Environmental Law) from the University of KwaZulu‑Natal and Juris and LLB degrees from the University of Fort Hare. He is recognised by Chambers Global in Band 3 for Administrative and Public Law and for Environmental Law, and is a key name for assisting mining houses with mining titles, disputes concerning mineral rights, and environmental impact matters.
