Millard Arnold

Millard Arnold is a Senior Advisor to the Competition practice at Bowmans in Johannesburg, specialising in competition law, corporate and commercial law, and regulatory advisory. He brings decades of experience at the intersection of law, business, and public policy, having served as Deputy Assistant Secretary of State for the United States and as the first U.S. Minister‑Counsellor for Commercial Affairs for the continent of Africa.

Millard has held senior leadership roles across the private and public sectors, including Executive Chairman for Black & Veatch Africa, Executive Director and Group Legal Counsel for a leading South African construction company, and as a partner at a prominent American international law firm. He was also an Associate Professor of Law at Turo University in New York and an Adjunct Professor of Law at Georgetown University in Washington, D.C. He previously served as Honorary Business Representative for the Government of Singapore in South Africa and as Chief Executive Officer of the South African Business Schools Association.

Millard holds a BA (magna cum laude) from Howard University and a Juris Doctorate from the University of Notre Dame School of Law. He is the recipient of the United States Department of Commerce's Gold Medal Award for Distinguished Achievement in the Federal Service for consistent innovation, energy, and quality performance in major high‑level initiatives in Africa.
