Kelle Gagné

Kelle Gagné is a Partner in Bowmans' Cape Town office, advising local and international clients on all transactional and regulatory aspects of OTC derivatives, securities lending and repo transactions, as well as financial services regulation, payment systems, financial market infrastructures, crypto assets and banking regulation.

She is widely recognised as an expert in relation to netting and collateral issues in the South African legal framework. She serves as counsel to the International Swaps and Derivatives Association (ISDA) in South Africa and drafted the South African Securities Lending Association (SASLA) schedule to the GMSLA. She regularly advises global and local financial institutions on regulatory capital treatment, Basel III implementation, initial margin compliance and cross-border cash pooling.

Kelle holds an LL.B from the University of South Africa, a J.D. from New York University School of Law, and a B.A. in Politics and Russian from Mount Holyoke College. She is admitted as an attorney in South Africa, New York, and Massachusetts (retired status).

She is a regular speaker and panelist at OTC derivative and securities finance conferences in South Africa and has advised global financial institutions on a wide range of cross-border transactions and regulatory matters.
