He has also advised on the establishment of LPG storage facilities at Richards Bay, the relocation of liquid bulk storage to the Port of Ngqura, and a feasibility study for a railway transport system and port coal terminal in Mozambique. He also served as a Board Member of the Ports Regulator of South Africa for five years, where he contributed to port economic regulation and legislative development.

Andrew holds a BA and an LL.B from the University of the Witwatersrand. He is a Fellow of the Institute of Risk Management of South Africa (FIRMSA), a Past‑President of the Maritime Law Association of South Africa, and a Past‑Board Member of the Ports Regulator of South Africa.

He has been ranked as a Senior Statesman for Shipping by Chambers Global (2026) and has been ranked in Band 1 (2023–2025) and Band 2 (2017–2022) for Shipping. He is a member of the team that was awarded the Transportation and Infrastructure Team of the Year Award at the African Legal Awards (2019), and has been recognised by Who's Who Legal and Best Lawyers.
