Yana van Leeve

Yana van Leeve is an Executive at ENS in the Public Law practice, specialising in Administrative Law. She focuses on public finance, procurement, public corporate governance, administrative and constitutional law, with particular expertise in the interaction between corporate and commercial law and public law.

Yana advises on the Public Finance Management Act (PFMA), the Municipal Finance Management Act (MFMA), and the associated regulatory framework, as well as the Municipal Systems Act and Municipal Structures Act. She advises government departments, municipalities, public entities and private clients on corporate governance, commercial transactions, contractual relationships, public procurement, and state asset management across a wide range of industries including energy, mining, banking, transport, rail, telecommunications and human settlements. She also has extensive experience in legislative drafting, conducting investigations on behalf of state entities, and superior court litigation concerning decisions by organs of state.

Yana holds a BScocSci from the University of Cape Town, an LL.B. from the University of the Western Cape, and an LL.M. with Distinction from Queen's University Belfast. She is an admitted attorney of the High Court of South Africa and has published on constitutional law, with a focus on education and the role of the State in delivering services.
