Shamilah Grimwood-Norley

Shamilah Grimwood-Norley is a Partner in Bowmans' Banking and Finance Department in Cape Town, with extensive experience in infrastructure, public-private partnerships (PPP), independent power producer (IPP) projects, and project finance across Africa.

She advises governments, sponsors, lenders, and debt funds on power and infrastructure projects, handling both project financing and development. Notable matters include advising Zimborders Limited on the Beitbridge Border Post Modernisation PPP Project in Zimbabwe (capital value circa ZAR 5 billion), advising MSC Cruises SA on the Durban Cruise Terminal PPP awarded by Transnet SOC Limited, advising Gigawatt Mozambique on the financing and development of a 100MW gas-fired power station in Ressano Garcia, Mozambique, and advising various lenders on the financing of powership projects in Ghana. She also co-drafted the Standardised Public Private Partnership Provisions for the South African National Treasury, which remains the principal practice guide on PPPs for national and provincial government entities.

Shamilah holds a BA and LL.B from the University of Cape Town and an LL.M from Temple University, USA, where she was a Fulbright Scholar. She was admitted to practice as an attorney in the State of New York in 2001. She attended the Leading Professional Services Firms Programme at Saïd Business School, University of Oxford (2021).

She has been recognised as "Lawyer of the Year" for Project Finance by Best Lawyers, is ranked by Chambers Global for Projects & Energy, and by The Legal 500 for Projects and Infrastructure and Project Finance/PPP.
