Pippa Reyburn

Pippa Reyburn is an Executive at ENS and heads the Public Law practice, specialising in Public Procurement Law. She focuses on public procurement, public sector financial management, infrastructure projects (including public-private partnerships), constitutional and administrative law, and public sector corporate governance.

Pippa is an expert in Broad-Based Black Economic Empowerment (B-BBEE) advisory and compliance, particularly in the context of public sector procurement and transactions. Since 2010, she has been one of the lead legal advisors to the South African government on its Renewable Energy Independent Power Producer Procurement Programme and other IPP programmes. She has also acted on regulatory matters pertaining to energy, corporatisation, privatisation, electronic communications, broadcasting and water, and has assisted clients across Africa with licensing applications. She is co‑author of a chapter on public procurement in Constitutional Law of South Africa.

Pippa holds a B.A. and an LL.B. (cum laude) from the University of Cape Town, and an LL.M. in Constitutional Law from the University of Toronto. She is an admitted attorney and conveyancer of the High Court of South Africa.
