Livia Dyer

Livia Dyer is a Partner in Webber Wentzel's Cape Town office, specialising in Telecommunications Law, with deep expertise in technology, media, and telecommunications regulation. She advises clients on transaction structures, licensing, change of control applications, and regulatory compliance, and leads engagements for submissions to regulators and government on policy and legislative matters.

She frequently acts in strategic litigation and complaints processes, particularly in relation to mobile call termination rates, IMT spectrum auctions, and access disputes. She also advises extensively on broad‑based black economic empowerment (B‑BBEE) in the TMT and other sectors. She has been ranked in Band 1 for IT & Telecoms and Band 2 for Media & Broadcasting by Chambers Global, and is also recommended by The Legal 500 EMEA and Best Lawyers in South Africa for Media Law and Regulatory Practice.

Livia holds an LL.M from University College London (2007), an LL.B from the University of Cape Town (2002), and a BA from the University of Cape Town (1999). She is an admitted attorney of the High Court of South Africa.
